Management of the human talent in the social appropriation of the knowledge
Abstract
The advance of the revolutionary process is undeniable, nevertheless, the impact of the deformations, vices and influences of the immediate past, coupled with the dynamic and international geopolitical context on which we travel currently generates a structural problem that does not allow for sustained and balanced development of social policies. This speaks of the need to continue with the construction and development of new thoughts for the transformation of society. This will bring a performance system where conditions are created for people to contribute fully, with their talent, effort and dedication. Furthermore, it could ensure an endogenous outcome of which may promote the balance between universal knowledge with national sovereignty, freedom of research with national commitment, technological development with sustainability, innovation with tradition, scientific knowledge with traditional knowledge and vision with respect for the past. That said, this article aims to present and evaluate from a modern perspective, management of human resources in the social appropriation of knowledge. In that way people become the center of attention and manage them is no longer an option, but a prerequisite for strategic downsizing Bolivarian society.
